Colorado 811 Billing and Payments 

Colorado 811 charges registered Utility Owner and Operator Members of Colorado 811 in an Annual Locate Ticket Assessment Billing Model for all locate ticket transactions. Excavators, Locators, and the public are not charged for locate ticket transaction fees. Other services or products offered by Colorado 811 such as conference registration fees or other products and service may occur separate charges that will apply to all members and non-members as advertised for the specific product or service.  

How does Colorado 811 Locate Transaction Fee Billing Work?  

Colorado 811 Annual Fee Assessment and Billing Model

The CO811 Annual Locate Ticket Fee Assessment and Billing Model issues annual invoices at the beginning of each calendar year in a tier structured model. Based on the billing tier for owner / operator members, the invoice includes your Annual Ticket Transmission Fee Tier Assessment and corresponding assessment dollar amount that will be based on your transmission volume accumulated from July 1 through June 30 each year. Each year, CO811 Owner/Operator member will receive an invoice with the tiered annual fee assessment charge on it, plus a line-item charge for your monthly positive response renotification fees if occurred in addition to the annual assessment amount.  
 
Each owner/operator member will pay their share of the CO811 annual budget based on their usage volume of transmissions that accumulated from July 1 through June 30 of the year. CO811 re-assesses the annual locate ticket volume once per year from each owner/operator member based on actual used transmissions and has sorts each member into their appropriate Locate Ticket Annual Assessment Tier accordingly. 

Current 2025 CO811 Annual Assessment Tier Ticket Transmissions Fees 

  • First Billing Tier = $FREE (0-25 Regular Annual Transmissions) – Positive Response Transmissions are still billed monthly per transmission in addition to the annual assessment amount due. 

  • Second Billing Tier = $70 Flat Annual Assessment Amount (26-100 Regular Annual Transmissions, billed annually in one full amount in February) - Positive Response Transmissions are still billed monthly per transmission in addition to the annual assessment amount due. 

  • Third Billing Tier = $225 Flat Annual Assessment Amount (101-300 Regular Annual Transmissions – billed annually in one full amount in February) Positive Response Transmissions are billed monthly per transmission in addition to the annual assessment amount due. 

  • Fourth Billing Tier = 301+ Regular Annual Assessment Amount (Percentage based, annually assessed amount). Positive Response Transmissions (aka Lates) are still billed monthly per transmission in addition to the annual assessment amount due. Fourth Billing Tier members pay a Percentage (%) of the budget in relation to their transmission usage actuals from July through June. Members sorted into the Fourth Billing Tier will be assessed an annual transmission fee, but the total annual fee will be broken down into twelve easy to pay billing increments billed monthly together with any positive response transmission fees. 

The Colorado 811 member Owner/Operator Locate Ticket Transmission Fee volume and corresponding payment percentages based on the July through June transmission volume actuals are assessed in conjunction to the operating budget of Colorado 811 each year to provide a stable fee assessment model allowing CO811 to present members with a predictable, Billing Tier Annual Fee Assessment Model year after year that provides a clear volume-based fee assessment for each owner/operator, with time to include your assessment amount in your own Budget forecast. Tier level assessments will be reviewed on an annual basis, once per year; meaning that even if you use the transmission volume as the assigned parameters in your assessed Billing Tier for the year, you will stay in that Billing Tier until the annual assessment occurs again.  

2025 Positive Response Renotifications   

Positive Response ticket Renotification transmissions will still be billed monthly in addition to the annual fee assessment amount due, for each positive response renotification transmission that occurred for the previous month at $1.55 per each Positive Response Renotification Transmission. 

2025 NEW Owner/Operators 

New Owner/Operator joining as members will start and stay on a per regular locate ticket transmission monthly billing schedule at a $1.27 for the first several months of membership to allow CO811 to accumulate enough transmission volume data to appropriately sort a new member into a Tier. In addition to the $1.27 price for each regular transmission, a $1.55 per positive response renotification transmission will also be due. Once an established transmission volume history has been determined by CO811, the new member will be assigned to their appropriate Tier. 

2025 Annual Colorado 811 Membership Fees 

  • Owner/Operator members will not be charged an Annual Membership fee in addition to the regular assessment or positive response renotification fees. 

  • New Owner/Operator members will be charged a one-time $150 initial Application & Administrative Fee to cover the cost of onboarding and training a new owner/operator member, in addition to any accrued monthly transmission fees. 

  • Excavators Members will be charged an annual membership fee of $150 billed once per year, due in full at time of invoice. 

  • Sustaining Members will be charged an annual membership fee of $150 billed once per year, in addition to the annual assessment amount for regular transmissions and positive response renotification fees. 

Disclaimer: Terminating members will be responsible for payment of any outstanding annual fee assessment amount, as well as any other unpaid outstanding balances due. The assessment fee amount in all Tiers is not eligible for a refund.

How are the fees assessed for membership?  

  • New Owner/Operator Members are billed on a per transmission basis for the first several months until member is assessed and categorized into a Billing Tier based on volume of transmissions. Please see detailed information here (Colorado 811 New Billing and Fee Assessment Model 2025 

Members are not charged for messages, End-Of-Day audits, or canceled ticket notifications. 

Can I pay my bill online?  

YES! Invoices are sent via e-mail to a pre-established billing contact. Payment methods include, paper check, ACH, eCheck, Credit Card, or EFT methods. (hyperlink to billing page) 

Do you take credit cards?  

Yes. Most major cards such as Visa, Master, etc. are accepted. Contact Members Services or Accounting for more information. (Hyperlink to eCommerce Hub) 

When is the invoice due?  

Invoices are due in full upon receipt. Any overpayment will be credited to the account and applied to the next billing cycle. Payment is expected when your account balance is $25.00 or more.

Colorado 811 (CO811) is committed to providing the best customer service possible to both our facility members, the excavation community and the public. In order to assure that our members and excavators are receiving the highest level of service, it is essential that CO811 adopt a policy that establishes procedures for processing requests for information. 

Ticket Research Fee Structure 

All fees for research are based upon the research of records pertaining to a single locate ticket.  All locate tickets are given a unique number.  Professional and homeowner excavators as well as contract locating services are subject to the following research fees and fee structure: 

Research performed with the ticket number provided by the requestor, date of location, and location provided with the research request: 

$40.00 for the first one hour and $30.00 for each half hour thereafter. 

Research performed without the ticket number being provided by the requestor, date of excavation and location being provided: 

$50.00 for the first one hour and $40.00 for each half hour thereafter 

Voice recording data research is an addition to all other charges and is a minimum of $40.00 per recording.  Each ticket is one recording.  All other research requests are serviced at $50.00 an hour. 

Colorado 811 reserves the right to require payment in advance.  The advance payment will be based on its estimate of the total research cost likely to be incurred.

Research requests from a requesting party must be submitted using the online form at  www.co811.org .  Excavators and homeowners who do not have access to the Internet may request research services through CO811’s research voice mailbox available through the published number.  Requestors must provide a ticket number and associated date and location information for a specific locate request to facilitate the research process. 

Utility Notification Center of Colorado also known as Colorado 811 (CO811) is not a governmental or quasi-governmental agency.  CO811 is a Not for Profit or Non-profit Corporation organized under the laws of the State of Colorado.  Laws referred to as “Freedom of Information Act” or “Colorado Open Records Act” do not apply to CO811. 

CO811 will not release information related to locate tickets or notifications to anyone who is not a member of CO811.  Members may only receive information related to locate tickets affecting the member’s facility.  Non-members may only obtain information related to locate tickets or notifications by the use of the subpoena process available through the State and Federal courts. 

Colorado law permits CO811 to charge a reasonable fee for the production of any documents requested through the use of the subpoena process.  A subpoena must be served upon CO811 as provided by law.  Information requested by the use of a subpoena will only be provided if the requestor pays the reasonable charges or fees associated with production of the requested information prior to CO811 producing the information that is requested.  The requestor will be given an estimate of the charges prior to production of the information and the requestor must agree in writing to pay such charges before any documents will be released to the requestor.
